Heybeliada, which is highly preferred with its historical buildings and its tranquility, is a member of the Adalar district of Istanbul. Değirmen Tepe is the highest point of the island with a height of 136 meter. On the top of the hill, it is possible to come across the ruins of the mill that the ancient Levantines called Kutrulomilo. These mill ruins belonging to the Byzantine Panayia Kamariotissa Monastery are located on the highest hill of Heybeliada. The hill was formerly known as the Priest Hill because it was home to the priesthood school. The date of its construction goes back to 1710 in history.

Değirmen Tepe, which is the highest hill of Heybeliada, was used as a watchtower in the past and later turned into a windmill bound to the priesthood school. Today, it is a worn out structure that has remained as a ruin. Among the features of the hill, it is possible to see the magnificent view of the coasts of Heybeliada overlooking the Anatolian side, as well as the ceramic structures belonging to the Byzantine and Ottoman periods on the earthen floor.

In the work titled Constantinople, published in Athens in 1862, about Değirmen Tepe located north of Heybeliada, it was mentioned that "Halki has three hills, the highest of these hills is a mill abandoned after centuries of use". Today, the mill, which has turned into a ruin, is in a form covered with dense pine trees. It is possible to see Çam Harbor among these dense pine trees that glide down the hill.
